Dale Carr

Client Engagement Director, Government Market

Dale leads Alivia’s government client engagement efforts, drawing on his firsthand experience as a former Alivia client to help agencies apply advanced analytics for stronger payment integrity and fraud prevention. He has over 40 years of public sector leadership across federal, state, and local levels, with a career rooted in Medicaid oversight and investigative work.

As the former Director of Missouri’s Medicaid Audit and Compliance Unit, and a founding member of the division in 2011, Dale led statewide initiatives to recover overpayments and combat fraud, waste, and abuse (FWA) using data-driven strategies. He now helps government clients unlock similar results with greater speed and confidence.

His earlier public service includes investigative roles with the U.S. Office of Special Counsel, the U.S. Coast Guard Investigative Service, and local law enforcement. Dale is a graduate of Columbia College and the FBI National Academy.

Dale is also a former board member of the National Association for Medicaid Program Integrity (NAMPI), where he helped foster cross-state collaboration and continues to be a frequent speaker on program integrity strategies. He remains an active voice in the national program integrity community and regularly collaborates with state Medicaid leaders.
